【Text by Observers Network, Xiong Chaoran】Since the 31st U.S. President Herbert Hoover, every subsequent president has established a presidential library. However, former U.S. President Biden is now facing an embarrassing situation in his hometown of Delaware.

According to NBC, as of September 12 local time, a source familiar with the plan revealed that Biden's team is seeking $200 million to $300 million in funding to build a presidential library in Delaware. However, major donors of the Democratic Party have stated they are unwilling to donate for this project.

As many as six former fundraisers and donors of Biden told NBC that they are not interested in donating. Although many said they have no personal hostility toward Biden, they also have various grievances — including anger over his failed re-election bid and complaints about his inner circle.

Among them, using internet slang, there was even a "refund guy"...

"I want a refund of $800,000." John Morgan, a personal injury lawyer from Florida, is a long-time supporter of Biden. He raised nearly $1 million for Biden's re-election campaign, but after Vice President Harris replaced Biden as the Democratic presidential candidate, the money was transferred to Harris.

"I think this library will never be built unless it's a 'mobile library' from the past," Morgan said sarcastically.

According to reports, some donors who gave large sums of money during Biden's 2020 and 2024 campaigns said they had never been invited to donate to the library — but even if they were asked, they wouldn't donate.

"No one asked, but I won't donate to the library," said Susie Buell, a major donor of the Democratic Party. Another former fundraiser responded, "Me donating? Absolutely not."

Other donors said due to poor communication, they had been distanced by Biden's advisors, and the Biden team seemed to lack gratitude for their support.

According to reports, the Biden Presidential Library Project is led by Rufus Gifford, a long-time Democrat fundraiser who previously served as the financial director for former U.S. President Obama.

Gifford admitted that the current project faces difficulties, but he insisted on maintaining optimism. "We, who have been around Biden for a while, love him, and know all about him, want to see what we can do to protect and promote his legacy."

NBC noted that compared to the over $850 million cost of the Obama Presidential Library, the cost of the Biden Presidential Library is far less. The Obama Presidential Library is scheduled to open in Chicago next spring.

As the 45th and 47th U.S. President, Trump has already raised millions of dollars for his future library. In addition, the Qatari royal family previously donated a $400 million luxury jet to the Trump Foundation, which sparked a series of controversies.

However, the Qatari side later insisted that the U.S. side clarify in a memorandum of understanding that "the transfer of the plane was initiated by the Trump administration, and the Qatari side shall not be responsible for any future ownership transfer of the plane."

The President of the United States is the head of the federal government and its executive branch. Documents and archives during the president's term are of great importance for studying the political, economic, diplomatic, military, and cultural history of the United States.

In 1938, the 32nd U.S. President Franklin Roosevelt formally proposed the idea of establishing a presidential library, which was approved by Congress. Since then, presidential libraries have been managed and maintained by the National Archives and Records Administration (NARA), dedicated to recording and collecting historical records of each U.S. president. It is worth noting that Roosevelt was the only president who established his own library while still in office.
