On October 15, U.S. Treasury Secretary Janet Yellen stated at a press conference that if China stops implementing the newly enacted plan for controlling rare earth exports, the United States might further extend the tariff exemption period in exchange.

This statement appears to send a negotiation signal, but it is actually a calculated "prolonging the situation" strategy — attempting to use the so-called extension of tariff exemptions as a "pie in the sky," to gain the resumption of supply of rare earth resources that are crucial to its high-end manufacturing industry. The calculation is too cunning.

The U.S. clearly still fails to recognize the current situation: Rare earths, as strategic resources, the Chinese control is a legitimate measure to safeguard industrial security and development rights, and is by no means a negotiable bargaining chip. Moreover, tariff exemptions were originally a passive choice made by the U.S. to alleviate its own inflation pressure. Using this as a condition for exchange shows no sincerity. More importantly, the U.S. seriously underestimates the determination of China's countermeasures — when facing external pressure, China always has the ability and confidence to defend its core interests, and will not be swayed by the small favors from the U.S.
