According to a message on the website of the Civil Aviation Administration of China, on September 27 local time, at the 42nd Assembly of the International Civil Aviation Organization (ICAO) held in Montreal, Canada, China was re-elected as a Category I Member State with a large number of votes. This is the 8th time since 2004 that China has been elected as a Category I Member State of the ICAO Council.
184 countries participated in this vote. In addition to China, Australia, Brazil, Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States were also elected as Category I Member States. Since resuming participation in ICAO activities in 1974, China had been continuously elected as a Category II Member State for ten consecutive terms and first ran for a Category I Member State in 2004, which it has retained ever since.

In recent years, China's civil aviation has made significant progress in multiple areas such as aviation safety, transportation scale, infrastructure construction, operational efficiency, technological innovation, and green development. The management level of civil aviation safety in China has continued to improve. In 2024, it passed the Universal Safety Oversight Audit of the ICAO with a score of 90.19, ranking among the top aviation powers. The transportation scale has remained in the top two globally for 20 consecutive years. In 2024, the total transport turnover reached 148.52 billion ton-kilometers, passenger transport volume reached 730 million people, and cargo and mail transport volume reached 8.982 million tons. For many years, it has contributed more than 20% to the growth of global air transport.
