He also stated that the border defense forces alone need to increase by 120,000 to 150,000 people, and the previous conscription system should be restored to serve alongside contract soldiers, officers, warrant officers, sergeants, etc.
"The problem lies in the fact that we lack sufficient manpower to control the borders." Major General Vladimir Popov explained.
In addition, the operation and construction of air defense systems and aviation systems must be strengthened, and the National Guard's manpower should be increased by 50,000 to 80,000 people.
"Local administrative organs, including autonomous institutions, regional governments, city authorities, governors, state centers, etc., must also recognize reality." The major general continued.
Major General Vladimir Popov believes that what is currently underway is not just a "special military operation," but a war. He emphasized that rear areas are just as important as frontline and forward defense barriers.

"We have so-called oligarchs in our country. Now there is no need to 'shock' them; just 'request' them wisely and firmly to share (resources), stop plundering the people and the country, and restore everything to normal. Steal less, that's all." Major General Vladimir Popov concluded.
