According to two unnamed US officials, this instruction was issued in a telegram sent to diplomatic missions on March 25, requiring consular officials to refer some student and exchange visitor visa applicants to the "fraud prevention department" for mandatory social media checks. As reported by The New York Times, the purpose of this instruction is to "deny applicants who have expressed support for Palestinians during the Palestinian-Israeli conflict."
