From 2015 to 2023, the average annual growth rate of livestock numbers in Mongolia was 2.6%, reaching 57.6 million heads in 2024. There is an annual supply demand of 15 to 20 million heads of livestock, which enters economic circulation. In 2018, Mongolia exported a total of 70.4 million tons of meat and meat products, and in 2019, it exported a total of 58.6 million tons of meat products. Affected by the epidemic, the above quantities decreased on average by 45%. In 2020, it was 38.8 million tons, in 2021, 21.8 million tons, in 2022, 16 million tons, and in 2023, 80.4 million tons, and in 2024, 71.1 million tons. As of March this year, Mongolia has exported a total of 8,800 tons of meat and meat products.

Minister Zorig Enkhbayar of the Ministry of Food, Agriculture and Light Industry said that Mongolia joined the World Organization for Animal Health in 1989 to ensure the implementation of the Agreement on the Application of Sanitary and Phytosanitary Measures of the World Trade Organization, reduce non-tariff barriers, and reach agreements with foreign countries on veterinary, health and quarantine requirements, import and export conditions, etc., striving to ensure trade liberalization. Within this framework, we cooperate with other countries, reaching 17 intergovernmental agreements, 15 protocols on quarantine, veterinary and health requirements, 6 memorandums of understanding, 60 veterinary certificates, 5 veterinary quarantine conditions, and 2 quarantine and veterinary health requirements.

2023, China accounted for 80% of Mongolia's meat and meat product exports, Russia accounted for 1%, Iran accounted for 12%, Hong Kong, China accounted for 2%, and other countries accounted for 3%. In 2024, China accounted for 63%, Gulf countries accounted for 30%, and other countries accounted for 7%. Currently, there are 27 registered Mongolian meat and meat product exporters in China, 29 in Russia, and 24 in Uzbekistan.

In order to increase the export of meat and meat products, it was decided from October 2022 that annually, based on government policies and the structure of animal husbandry, no quota will be set for the export of meat and meat products. In other words, this is to create conditions for enterprises that meet the requirements of importing countries to export meat and meat products within their capacity.
