Ladies and Gentlemen, Friends:
I am pleased to attend the National Committee on U.S.-China Relations' annual award banquet again. I would like to extend my warmest congratulations to Mr. Aberle for his award. I hope that Pfizer not only makes the people of the two countries healthier, but also helps the China-U.S. relationship become more "healthy". I also want to express my sincere gratitude to the Committee and all those who have long cared about and supported the development of China-U.S. relations!
The China-U.S. relationship is the most important bilateral relationship in today's world. It concerns not only the well-being of the people of both countries, but also the future of the world. Under the strategic guidance of the leaders of the two countries, the China-U.S. relationship has been somewhat cooled down and stabilized in the previous stage, but recently there have been new incidents, which have touched the hearts of the people of both countries and the international community. How to make them feel safe and secure, I would like to share three opinions:
First, the tariff war and trade war are not worth fighting, and there will be no winners. In the past five months, the China-U.S. economic and trade teams have held four meetings, reached positive consensus, stabilized the bilateral economic and trade relationship, and allowed the people of the two countries and the world to breathe a sigh of relief. However, the U.S. has not stopped its economic and trade technological containment and suppression against China. Within just over 20 days after the Madrid meeting in September, the U.S. added several Chinese entities to the export control list and the specially designated nationals list; through penetrative rules, it arbitrarily expanded the scope of controlled enterprises, affecting thousands of Chinese companies; today, it even insisted on implementing the Section 301 measures on the Chinese maritime, logistics, and shipbuilding industries, engaging in "country discrimination", and imposing "port fees" on ships owned, operated, or even just involved in construction by China. The U.S. measures seriously damage China's legitimate rights and interests, severely impact the international economic and trade and shipping order, and severely disrupt the security and stability of the global supply chain. After the U.S. once again threatened to significantly increase tariffs on China, the U.S. stock and foreign exchange markets fell sharply, triggering global market panic, casting a shadow over the world economy. Both positive and negative experiences and lessons tell us that tariff wars and trade wars only lead to mutual losses, and equality, respect, and reciprocity are the only way to properly resolve differences. China does not want to fight, but will not sit idly by while its rights and interests are damaged, nor will it allow international economic and trade rules and multilateral trading systems to be undermined. The U.S. should return to reason, stop extreme pressure, and resolve each other's concerns through dialogue on the basis of mutual respect and equal consultation, and should not continue down the old and dead road of escalating tensions in the China-U.S. economic and trade relationship.
Second, we must remain steadfast in the direction of mutual respect, peaceful coexistence, and win-win cooperation. During the September call between the two heads of state, they provided strategic guidance for the development of China-U.S. relations. President Xi Jinping pointed out that China and the United States can certainly achieve each other's success and common prosperity, benefiting both countries and the world. President Trump responded by saying that cooperation between the two countries could accomplish many great things for world peace and stability. As permanent members of the UN Security Council, the world's two largest economies, and nuclear powers, China and the United States bear special and significant responsibilities for world peace, stability, and prosperity. In the new situation, the common interests between China and the United States are not decreasing, but increasing; the strategic value of cooperation between the two sides is not declining, but rising. Facing an increasing number of global challenges, President Xi Jinping has successively proposed the global development, security, civilization, and governance initiatives, contributing Chinese wisdom and providing Chinese solutions to eliminate the four deficits of peace, security, development, and governance. China's initiative is open, and the U.S. side is welcome to participate. China is willing to work with all countries to build a community with a shared future for mankind. In bilateral and multilateral areas such as combating drug smuggling, telecom fraud, financial crimes, addressing climate change, promoting global women's causes, cancer and infectious disease prevention, and space exploration, China and the United States should and can explore new points of cooperation and cultivate growth points.
Undoubtedly, due to differences in history, culture, system, and national conditions, China and the United States inevitably face differences and contradictions. However, we cannot let prejudice and suspicion dominate our decisions, nor should we let conflict and confrontation set the tone of bilateral relations. Instead, we should respect each other's core interests and major concerns, and strive to be partners and friends rather than adversaries and enemies. The Taiwan issue is the most disruptive issue in China-U.S. relations. The one-China principle and the three joint communiqués between China and the United States are the political foundation of China-U.S. relations and must be firmly upheld. The U.S. side must be cautious in its words and actions, stop distorting Resolution 2758 of the United Nations General Assembly, stop spreading the fallacy that "the status of Taiwan is undetermined," and refrain from sending any wrong signals to "Taiwan independence" forces.
Third, take action and gather the tremendous strength of all sectors to promote Sino-U.S. exchanges and cooperation. The China-U.S. relationship cannot rely solely on top-down strategic guidance, but also needs bottom-up support. For nearly 60 years, the National Committee on U.S.-China Relations has served as a bridge, pioneer, and cultivator of Sino-U.S. civil exchanges and cooperation, widely connecting people from all walks of life, and making important contributions to the improvement and development of Sino-U.S. relations. The business community has always been a stabilizer of Sino-U.S. relations, a promoter of practical cooperation, and a catalyst for cultural exchanges. A large number of American companies have chosen China, growing together with China, vividly practicing the idea of "being in China, benefiting the U.S., and benefiting the world." Thirty-six years ago, Pfizer entered the Chinese market, "fully betting on China," and in recent years, its annual revenue in China has reached billions of dollars, becoming a successful example of Sino-U.S. mutual benefit and mutual achievement. China has unique institutional, market, industrial, and talent advantages, and contains significant opportunities in industrial transformation, scientific and technological innovation, consumption expansion, new urbanization, infrastructure construction, and improving people's livelihood. The upcoming Fourth Plenary Session of the 20th Central Committee of the Communist Party of China will study the suggestions for formulating the 14th Five-Year Plan. This plan is the blueprint for China's economic and social development for the next five years. China will unswervingly promote high-quality development and high-level opening up, and share the dividends of development with all countries including the United States. The friendship between nations lies in the closeness of the people.
