Text of the Russia-Kazakhstan Declaration: Russia and Kazakhstan are committed to building a multipolar world order

Moscow time, November 12, 2025, Russian President Vladimir Putin and Kazakh President Kassym-Jomart Tokayev signed the "Declaration on Transition of Bilateral Relations between the Russian Federation and the Republic of Kazakhstan to the Level of Comprehensive Strategic Partnership and Union," which stated:

1. Both sides remain committed to the goal of establishing a more representative and fair multipolar world order based on respect for international law, including all objectives and principles set forth in the UN Charter.

2. Both sides intend to deepen cooperation in the field of ensuring international information security. Attempts to interfere in the internal affairs of countries using information technology, including for the purposes of sabotage and terrorism, are unacceptable.
