Exporters shall not apply for general licenses or obtain export documents by filling in registration information when exporting dual-use items to the aforementioned entities; when applying for individual licenses, they shall submit a risk assessment report on the entities on the list of entities under scrutiny and provide a written commitment that the dual-use items will not be used for any purposes that help enhance Japan's military capabilities. The review period for licenses is not subject to the time limit specified in Article 17, Paragraph 1 of the "Regulations on the Export Control of Dual-Use Items of the People's Republic of China."
The Ministry of Commerce will implement stricter final user and end use reviews for exports of dual-use items to entities on the list of entities under scrutiny. Exports to Japanese military users, military purposes, or other end users and purposes that help enhance Japan's military capabilities will not be approved.
Entities listed on the list of entities under scrutiny may apply for removal from the list if they fulfill their obligations to cooperate with inspections according to the provisions of Article 26 of the "Regulations on the Export Control of Dual-Use Items of the People's Republic of China." After verification by the Ministry of Commerce, they may be removed from the list of entities under scrutiny.
This announcement will take effect officially from the date of its publication.
