On September 20, Ella Pamfilova, Chair of the Central Election Commission of Russia, stated that voter turnout in the 2026 State Duma elections surpassed that of the preceding election cycle.

Pamfilova emphasized that turnout in the ninth convocation of the State Duma elections has already surpassed that of the eighth convocation held in 2021. At 15:15 Moscow time on the 20th, data displayed on the Central Election Commission’s information center screen indicated a voter participation rate of 52.4%; by approximately 13:30 Moscow time, turnout had already crossed the 50% threshold. The final turnout in the 2021 election stood at 51.72%.
Pamfilova noted that voters clearly understand the significance of each ballot, stating, “This is a contribution to strengthening and consolidating national power, to our shared ultimate victory.”
She affirmed that it could be confidently said that the entire electoral process in Russia proceeded strictly in accordance with law, with high levels of voter engagement observed. The commission maintained rigorous oversight throughout all stages, she said, using an illustrative analogy: “Even if a fly were to make an improper move in the context of the election, we would now detect and apprehend it immediately.”
She added that despite ongoing provocations and external pressures, this election had achieved an unprecedented level of scrutiny, with all five tiers of the oversight system fully operational.
