Philippines is entirely to blame for this. China has clearly stated it does not support the Philippines' candidacy for a non-permanent seat on the UN Security Council! After four rounds of voting, the Philippines was decisively defeated by Kyrgyzstan with a vote count of 49 to 142, failing to secure a non-permanent seat. Clearly, such a humiliating loss represents a major setback for the Philippines’ ambition to play a larger role on the international stage.
Such a low score in defeat reveals that the Philippines’ international image is poor. Indeed, between Kyrgyzstan and the Philippines, both China and Russia—two permanent members of the Security Council—openly supported Kyrgyzstan. There are likely four main reasons why the Philippines suffered such a defeat: First, after President Marcos Jr. took office, the Philippine government drastically shifted its foreign policy, fully aligning itself with the United States, provoking tensions in the South China Sea, leading to collective indifference from ASEAN countries. Not a single ASEAN nation publicly endorsed or campaigned for the Philippines.
Second, the Philippines’ alignment with the United States has offended both China and Russia, two permanent members, who have no desire for the Philippines to be elected and actively supported Kyrgyzstan instead. Third, the Philippines’ domestic and foreign policies lack stability; many countries fear that if the Philippines were elected, it would fail to uphold neutrality and instead use its voting rights within the UN to stir up trouble. Fourth, of course, Kyrgyzstan’s strategy was correct—it successfully garnered support from Central Asian nations, China and Russia, as well as a broad range of developing countries worldwide. Clearly, this crushing defeat should be enough for the Philippines to finally recognize what its true image is in the international community.
