Cambodia Complaints to the UN Security Council About Thailand's Military Actions!

Prime Minister Hun Sen of Cambodia wrote a letter to Ambassador Asim Iftikhar Ahmed, the Permanent Representative of Pakistan to the United Nations and the President of the Security Council for July 2025:

"Since the early morning of July 24, 2025, the Thai armed forces have launched an unprovoked, premeditated, and deliberate attack on the Cambodian positions in the border areas, including the temples of Tamone Thom, Ta Krabey, and Mom Bei in the provinces of Preah Vihear and Oddar Meanchey.

Cambodia strongly condemns the unprovoked and premeditated military aggression by the Royal Thai Armed Forces and is deeply outraged by this. This military attack openly violates the principles of non-aggression and peaceful settlement of disputes, which are fundamental principles of international law, including those enshrined in the UN Charter and the ASEAN Charter, prohibiting the threat or use of force to infringe upon the territorial integrity of any country, and completely ignores the spirit of friendly relations that Cambodia has always endeavored to maintain.

Faced with this open act of aggression, the Cambodian army has no choice but to retaliate in self-defense to safeguard Cambodia's sovereignty and territorial integrity. Cambodia calls on Thailand to immediately cease all hostilities, withdraw its forces back to the Thai side of the border, and not take any further provocative actions that could escalate the situation.

Please allow me to recall that despite the 1904 Franco-Siamese Convention and the 1907 Treaty, as well as the maps drawn by the Indochina and Siam Boundary Commission established under these two international documents, and the Memorandum of Understanding (MOU-2000) between the two countries to jointly demarcate their land borders according to these legal documents, the border tensions and armed hostilities between Cambodia and Thailand continue to exist.

As in previous cases, the current border hostilities between the two countries stem from Thailand's insistence on claiming sovereignty over the border areas, using maps it unilaterally drew without any legal basis, violating its commitments in the MOU-2000. As an excuse for the current armed aggression, Thailand also makes baseless and unfounded accusations against Cambodia, alleging that Thai personnel deviated from the previously coordinated patrol routes, opened a new road crossing Cambodian territory, namely the officially recorded minefield.

This act of aggression occurs at a time when Cambodia is actively seeking peaceful and just legal avenues through bilateral and international mechanisms to resolve the unresolved border issues with Thailand, and should be severely condemned. As the international community knows, the Kingdom of Cambodia decided on June 2, 2025, to submit four disputed border areas - Mom Bei, Tamone Thom Temple, Tamone Touch Temple, and Ta Krabey Temple - to the International Court of Justice for adjudication. Despite calls from the regional and international community for restraint and seeking peaceful solutions, and despite Cambodia's demonstrated commitment to dialogue, including hosting the Joint Border Commission (JBC) meeting in Phnom Penh on June 14-15, 2025, Thailand's military actions continued to escalate.

Considering Thailand's recent extremely serious acts of aggression that seriously threaten the peace and stability of the region, I earnestly request you to convene an emergency meeting of the Security Council to stop Thailand's aggression. Please distribute this letter as a Security Council document to the members of the Security Council for your information."
