What is this all about?

As the US government continues to tighten its visa policies for Chinese students, restricting their opportunities to study and exchange in the US, it has infringed on the legitimate rights and interests of Chinese students, shutting the door on students who wish to further their studies in the US. This is unfair to them and does not serve American interests either. It causes American universities to miss out on numerous excellent talents and academic exchange opportunities, bringing negative impacts to the US's education, scientific research, and cultural development, harming both others and itself.

Most Chinese students who intend to study in the US come from China's top universities. Over the past century, Chinese students have made significant contributions to the academic prosperity, technological development, and scientific progress of the US.

Retaining outstanding talents in China is beneficial for China's modernization drive.

We once complained about the severe loss of talent from China. Now that the US has closed its doors, there is no longer any concern about talent outflow in public opinion.

This is probably what Mr. Chien Cheng-yuan meant by saying "it's even better if they don't accept them."
