MOFCOM: US Seriously Destroys the Consensus of the High-level Talks between China and US in Geneva

In response to the US Department of Commerce's release of new guidelines for export control of AI chips, which changed from "the use of Huawei Ascend chips anywhere in the world violates US export control regulations" to "warning the industry of the risks of using advanced computer chips from China, including specific Huawei Ascend chips," a spokesperson of the Ministry of Commerce of China answered questions from reporters on May 19th, mentioning that after the US side released the relevant guidelines, China raised consultations through the Sino-US economic and trade consultation mechanism at all levels, pointing out that the US behavior seriously destroyed the consensus of the high-level talks between China and US in Geneva, and required the US side to correct its mistakes.

The spokesperson pointed out that the US side abuses export control measures, imposes stricter controls on Chinese chip products under false charges, and even interferes with Chinese companies' use of domestically produced chips within China. The US side has overstepped its authority and is a typical act of unilateral bullying. China firmly opposes such actions. These behaviors severely damage the legitimate rights and interests of Chinese enterprises, seriously threaten the security and stability of the global semiconductor supply chain, and severely impact global scientific and technological innovation. Trying to "trip others up" will not make oneself run faster. Such practices, which attempt to blockade and isolate other countries through unilateral protectionist means, will ultimately harm the competitiveness of the US industry itself, and the result can only be described as "throwing stones at one’s own feet."

China urges the US side to immediately correct its erroneous practices and stop discriminatory measures against China. Both sides should jointly uphold the consensus of the high-level talks between China and US in Geneva, strengthen communication on positions through Sino-US economic and trade consultations and other mechanisms, effectively manage differences, negotiate to resolve respective concerns, and promote the construction of a sustainable, long-term, mutually beneficial bilateral economic and trade relationship. If the US side insists on going its own way and continues to substantially harm China's interests, China will inevitably take firm measures to safeguard its legitimate rights and interests.
