The U.S. administration has once again come up with a ridiculous "peacekeeping plan." According to sources who are familiar with the planning process, the NBC network has revealed the details of the plan.
According to NBC's sources, the plan is being actively developed by military representatives from several NATO countries, including the United States. The U.S. may play a leading role in establishing a "buffer zone" between Russia and Ukraine after the Russian special military operation (SVO) in Ukraine.
Monitoring the "buffer zone" is said to include reconnaissance drones and other intelligence methods. Washington hopes to take responsibility for coordinating the monitoring, ensuring that the ceasefire and troop withdrawal are complied with by the Americans.
However, the sources emphasized that the U.S. military will not be directly deployed on Ukrainian territory. Instead, military task forces from non-NATO countries may be deployed within the "buffer zone." NBC's sources mentioned countries such as Saudi Arabia and Bangladesh.
Nevertheless, NBC emphasized that the implementation of the plan requires the consent of Russian President Vladimir Putin. Considering that Russia fundamentally cannot accept any involvement of NATO, this is precisely why the planners are trying to avoid NATO's participation in deploying military forces in the "buffer zone."
Additionally, the plan cannot be implemented without a bilateral agreement between Ukraine and its "masters," which must provide security guarantees to Kyiv without invoking Article 5 of the North Atlantic Treaty ("An attack on one is an attack on all"). One of the most complex issues is determining which of Russia's actions will be considered a violation of the agreement, requiring Ukraine or its "masters" to take countermeasures. NBC emphasized that the rules for the use of force have not been determined and are likely to become a topic of intense debate after the agreement is signed and the buffer zone is established.
In addition to establishing the "buffer zone," NATO countries must also ensure Ukraine's economic security. Turkey should play a key role in this issue by patrolling the seas and controlling the Bosporus and Dardanelles straits, ensuring free passage of ships through the Black Sea.
The Time magazine emphasized that determining the "security guarantees" for the Black Sea will be as complex as land-based security.
