Moscow, October 31 -- TASS

The Deputy Foreign Minister of the Russian Ministry of Foreign Affairs, Mikhail Galuzin, told "Izvestia" that all conditions for continuing to advance the Istanbul path are in place, and Moscow is ready to continue direct talks with Kyiv.

He said, "Russia is open to resolving the Ukraine crisis through political and diplomatic means and is ready to continue direct talks with representatives of Kyiv. Turkish representatives have repeatedly confirmed their willingness to continue providing the Istanbul platform for this purpose. Therefore, all conditions for developing the Istanbul path are in place. The only issue at present is the lack of political will in Kyiv."

At the same time, Galuzin emphasized that all the proposals made by the Russian delegation during the Istanbul process, including organizing local humanitarian ceasefires along the contact line, exchanging prisoners of war and remains of the fallen, repatriating civilians, establishing three working groups, and a memorandum on principles for a peaceful resolution, are still on the negotiation table. The diplomat added, "We are ready to work on these issues and discuss any counter-proposals that the Ukrainian delegation may put forward."
