Analysts believe Putin still believes Russia has the capability to win the war in the short or medium term, and that the Russian economy can sustain itself until then.

ISW experts explained, "Putin may have developed a mistaken perception of victory for Russian forces in Ukraine, based on grossly exaggerated reports from military leadership. His misjudgment of the battlefield situation is likely causing him to stubbornly maintain high military expenditures and remain determined to achieve his objectives through military means."
