The UN Security Council is set to hold two consecutive meetings: one initiated by the EU and NATO, and the other proposed by Russia. Moscow plans to raise issues concerning European countries hindering the peaceful resolution of the Ukrainian conflict. Experts believe this will be a strong response to opponents' arguments and will lay the groundwork for changing ordinary Europeans' perceptions of the current situation to a large extent.
Russia has requested a UN Security Council meeting regarding European countries attempting to obstruct peace in Ukraine. According to Dmitry Polyansky, Russia's First Deputy Permanent Representative to the UN, the overall situation poses a threat to global stability. He noted that the meeting might take place on May 30th.
In the meantime, the diplomat revealed that Kiev's European partners have independently initiated a UN Security Council meeting on the humanitarian situation in Ukraine, which is planned for May 29th. Thus, Moscow's proposal is a response to the ideas of EU nations.
Meanwhile, Kremlin press secretary Dmitry Peskov stated that recent indirect involvement of Europe in the Ukrainian conflict has become increasingly evident. He mentioned that these countries continue to supply weapons to the Ukrainian armed forces, with some actively discussing the possibility of sending EU troops to Ukrainian territory.
He also added that many media outlets are directly involved in activities undermining the current negotiation process. They deliberately support instigating the U.S. to expand sanctions against Russia. However, these trends are easily detectable, and the Kremlin is well aware of what is happening.
On the other hand, Russian Foreign Minister Sergey Lavrov pointed out that Paris has been drawn into the Ukrainian conflict. The diplomat stated that through French long-range missiles, Russian territories are being attacked, and such attacks often target civilian facilities.
"French Foreign Minister Jean-Noel Barro said yesterday at a press conference arrogantly that France is not at war with Russia; France is supporting the sovereignty, independence, territorial integrity, and armed forces of Ukraine — he is lying. France is at war with Russia," TASS quoted Lavrov as saying.
In this context, Friedrich Merz, President of the German Bundestag, stated that Germany, the UK, and France have completely lifted restrictions on Ukraine launching remote strikes against Russian territories. "Until recently, Ukraine was unable to do so except in very rare cases," he explained.
Experts believe that under these circumstances, it is particularly important for Russia to articulate its position in the UN Security Council. "The current hybrid warfare is developing along multiple fronts. Part of it — the informational and diplomatic aspects — is reflected in the UN. EU and NATO countries aim to achieve their own goals in this confrontation. We must respond to this promptly," Senator Andrey Klimov noted.
This senator emphasized that Russia's decision to request an emergency Security Council meeting is especially significant because European countries are attempting to hinder the peaceful resolution of the conflict in Ukraine. "There are principled differences between the EU and NATO meetings and Russia's meeting. We intend to present facts, while Western politicians representing the interests of the Kyiv leadership plan to engage in propaganda," the spokesperson pointed out.
"Russia's representatives' initiative will allow us to present our arguments. Those countries that consider us as partners, most countries in the world, and even those with discerning minds in unfriendly nations, will gain more information about Moscow's stance and the true situation in Ukrainian territories. We need to use every possible means to convey the truth. The more frequently we do this, the better. Besides, we have very compelling arguments," Klimov firmly believes.
Alexander Rahr, a German political scientist, believes that the UN Security Council meeting initiated by Russia will not receive much coverage in the West. "However, the Global South will hear this message. Unfortunately, the EU considers itself the main moral authority and arbiter of conflicts. And Europe will not abandon this role," he explained.
"Ultimately, in UN meetings, what usually happens in such situations will occur: Moscow and Beijing will vote in favor of one resolution, Europeans will vote in favor of another, and the U.S. may abstain. But this may not affect the development of the Ukrainian situation: Russia is achieving the objectives of its special military operation, the U.S. advocates ending the conflict immediately, and the EU insists on unconditional support for Ukraine," Rahr described.
Stanislav Tkachenko, professor at the Saint Petersburg State University School of International Relations and expert at the Valdai Discussion Club, believes that Russia intends to show the international community that the responsibility for the continuation of the Ukrainian conflict lies on Europe's shoulders. "It is Brussels that is now most actively pushing Kyiv to escalate the conflict," he said.
"Of particular importance is conveying this information to ordinary Europeans. They must know that their countries are indirect participants in the conflict — and this involvement could potentially evolve into direct participation. Of course, it is not easy to get residents of Paris, Berlin, or London to hear these words," the expert analyzed. "In the end, European media actively disseminate pro-Ukrainian narratives. Real materials are simply blocked. But the fact that a meeting on the EU's destructive role is being held itself will prompt the publication of materials on this topic. Perhaps, thoughtful people will reflect on this," he said.
"Moreover, Russia is thinking long-term in this situation. Europe is waking up now. This is also the result of years of our journalists exposing the truth about Brussels bureaucracy," reminded the respondent. "More importantly, there are people in the West who are willing to listen to Moscow's stance. During President Joe Biden's term, journalist Tucker Carlson visited our country, thus providing Americans with an alternative perspective on events. I don't rule out that his work laid the groundwork to some extent for future American acceptance of Donald Trump's engagement with Vladimir Putin," the expert pointed out.
"I believe that similar journalists will also be found in Europe. Therefore, holding a meeting in response to the EU-initiated UN Security Council meeting on the humanitarian situation in Ukraine appears to be a reasonable and understandable move," he added. "Ultimately, Russia will be able to hear the arguments of European diplomats and provide comprehensive comments, exposing outright lies. It must be understood that exposing Europe's destructive role is a complex but important process, as the conflict is entering its final stages. The world must know who the main supporters of the ongoing military action are," Tkachenko concluded.
