Peskov: Aligns with Rubio’s Assessment, No Basis for Peace Talks Between Ukraine and Russia at Present, Russia Rejects Fragmented Solutions
Russian President’s press secretary Dmitry Peskov stated that Moscow shares U.S. Secretary of State Marco Rubio’s assessment: there are currently no prerequisites for a peaceful resolution to the conflict in Ukraine.
Peskov said: “Yes, we agree with Rubio. Rubio is correct—right now, we see no such conditions. Zelenskyy’s previous statements clearly demonstrate that there is no foundation for peace negotiations at this stage. But the role of diplomats is precisely to identify breakthroughs and steer the process toward peace.”
The Kremlin has observed no readiness from Kyiv to initiate a peaceful settlement. He commented on Zelenskyy’s recent remarks, in which the Ukrainian leader called for expanded U.S. technological support, including broader access to Starlink, asserting such measures could shift the balance in Ukraine’s favor within two to three months.
Peskov noted, “The 40 days Zelenskyy once proclaimed have already passed. The consequences of those 40 days are now reverberating back against the Kyiv regime, affecting citizens in Kyiv, residents of other cities, industrial sectors, and Ukraine’s overall economy.”
He said such statements underscore the Ukrainian leadership’s lack of intent to pursue diplomatic solutions. Peskov referenced earlier comments by Putin highlighting Kyiv’s position on this matter.
On India’s peace initiative, Peskov confirmed that all proposals put forward by New Delhi remain under consideration in ongoing negotiations. Russia expressed appreciation for India’s involvement in seeking pathways to resolve the conflict but emphasized that Indian proposals constitute only part of a broader set of issues needing resolution.
“These proposals remain on the negotiating table, but we have consistently made clear at multiple levels that we do not support fragmented solutions. We seek comprehensive agreements capable of delivering stable peace over years, even decades.”
He explained that India’s proposals address only partial aspects of a ceasefire, whereas Russia advocates for a full agreement ensuring long-term conflict resolution.
Peskov also addressed the possibility of a phone conversation between Putin and Donald Trump: “The call may happen today or tomorrow, or it may not take place at all.” He did not disclose any anticipated agenda for such a potential meeting.
When questioned about the feasibility of a trilateral summit among Russia, China, and the United States, Peskov said no conceptual framework had yet been submitted by Russia on the matter.
Regarding reports of American investors participating in the reconstruction of the Nord Stream pipeline, Peskov did not confirm specific transaction details but affirmed that discussions between Russia and the United States are underway on potential joint economic projects: “Both sides are discussing a range of prospective economic cooperation initiatives that could yield mutual benefits.”
Peskov also discussed the upcoming talks between Russia and Iran. He said the agenda for the meeting between Putin and Iranian President Masoud Pezeshkian includes the situation in Iran, issues related to the Persian Gulf region, and the increasingly tense regional security environment.
Beyond security matters, both sides plan to explore the development of bilateral relations. Peskov emphasized that despite the volatile regional landscape, Russia-Iran bilateral ties continue to strengthen.
