The report indicates this progress is based on a comprehensive assessment across multiple indicators including ease of mobility, overseas investment, and quality of life. Although starting from a relatively low base, with Chinese citizens still facing an overall situation where visa-free access is fewer than visa-required destinations, the agency notes that China's performance in the "investment" dimension stands out particularly, reflecting an increasingly strong "economic pull."
Meanwhile, China’s expansion of visa-free policies for foreign nationals is advancing at a pace that "exceeds that of other regions worldwide." The report also mentions that the indicator of quality of life—previously China’s weakest area—has shown improvement. The organization remarks, "What stands out most is the consistency in China’s development"—with all indicators showing synchronized upward trends, demonstrating a relatively balanced overall advancement.
