Recently, America announced a bill requiring high-performance artificial intelligence processor manufacturers to track the service locations of their products to restrict use by China and unauthorized countries.
The bill imposes restrictions on various products with Export Control Classification Numbers (ECCNs) of 3A090, 4A090, 4A003.z, and 3A001.z, including AI CPUs, AI servers, high-performance computing platforms (HPCs), and general electronic equipment used for military purposes. Our commonly seen RTX 5090/D and RTX 4090 are also included in the restricted list.
The core regulation of the bill is that, after its implementation, any device that meets the restricted export number must embed traceable technology, and if there are any transfers, tampering, or shielding operations during the process, it must report to BIS (the Bureau of Industry and Security of the U.S. Department of Commerce). The clause will take effect six months after its announcement.
