The signing of the agreement is a landmark achievement in implementing the important consensus reached by President Xi Jinping and ASEAN leaders at the Summit marking the 30th anniversary of the China-ASEAN dialogue relations, and an important measure to implement the decision of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China on expanding high-level opening up and creating a new situation of win-win cooperation. The upgrading of the China-ASEAN Free Trade Area (FTA) 3.0 fully reflects the solemn commitment of both sides to support multilateralism and free trade, and the firm determination to jointly build an open, inclusive, rule-based regional integration market and an industry supply chain system that is mutually beneficial and resilient. China and ASEAN started the FTA construction process in 2002. The first version of the FTA was fully completed in 2010, and the second version was completed in 2015. The construction of the third version began in November 2022 and the negotiation was fully completed in May 2025. The upgraded China-ASEAN FTA 3.0 covers nine areas, including the digital economy, green economy, supply chain connectivity, standards and technical regulations and conformity assessment procedures, sanitary and phytosanitary measures, customs procedures and trade facilitation, competition and consumer protection, small and medium-sized enterprises, and economic and technical cooperation. After the signing of the agreement, both sides will carry out their respective domestic approval procedures to promote the early entry into force and implementation of the agreement.
