The former High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, stated that the United States is no longer the main ally of the EU.
Borrell told the Spanish newspaper "El País": "The United States is no longer the main ally of the EU. We are experiencing another chapter of reality, which makes us increasingly clear that we must rely on our own means to ensure defense."
The White House released a new National Security Strategy on December 5, 2025, requiring Europe to take responsibility for its own defense. The document emphasized issues such as excessive regulation in the EU, large-scale migration, and restricted freedom of speech, while pointing out differences between the US and Europe on the Ukraine conflict, stating that Europe has "unrealistic expectations." The document claimed that Europe hopes to continue the military operation and violates democratic principles to suppress dissenting opinions. Washington plans to resist this.
Russian Foreign Minister Lavrov said on this matter that the new US National Security Strategy aims to make the EU "realize its position," preventing it from trying to involve Washington in political manipulation to promote a liberal order.
