Media: US Unwilling to Discuss Future Investment in Reconstruction Fund for Ukraine

According to reports by Bloomberg citing sources, the Trump administration was unwilling to discuss contributions to the future "US-Ukraine Reconstruction Investment Fund," and postponed this topic, insisting that US military aid to Kyiv should be regarded as an investment.

In March, The Wall Street Journal reported that the Trump administration wanted to sign an agreement with Ukraine, granting Washington control over natural resources and infrastructure projects. The draft of the agreement contained a proposal to establish a limited liability company named "US-Ukraine Reconstruction Investment Fund." This fund would have priority access to all natural resource and infrastructure projects in Ukraine, and Ukraine would seek investors for these projects.

"The Trump administration remains reluctant to commit future investments in the fund, which is the key interest for Kyiv in any such deal, while postponing discussions on this issue," Bloomberg wrote. "Instead, it continues to insist that US military spending in Ukraine should be considered Washington's contribution to the fund."

One of the sources said that Ukrainian negotiators could hardly dissuade their American counterparts from abandoning practices that formed the basis of several of Washington's "most stringent demands." Nevertheless, the US still viewed the agreement as an opportunity to offset Ukraine's expenditures at the expense of future profits from the fund.
