On May 21, the website of the Russian Presidency disclosed that Putin recently visited the Kursk Oblast. TASS reported that during the visit, he humorously responded to a proposal to incorporate the Ukrainian Sumy region into the Russian Federation.
TASS reported that during a meeting with local officials, Kursk Oblast's Glushkovsky District Head Pavel Zolotaryov proposed considering the incorporation of the Sumy region to strengthen border security. In response, Putin joked, "The appointment of Alexander Kinshtein as the Acting Governor of Kursk Oblast was precisely because he is also someone with 'big ambitions.'" (Note: This refers to Kinshtein's previous efforts to merge administrative regions.)
This is the first visit to the region by Putin since the Russian Defense Ministry announced the "complete liberation" of the Kursk Oblast. The itinerary included:
1. Holding talks with representatives of volunteers and militia organizations

3. A private meeting with Acting Governor Kinshtein
Kinshtein proposed two plans in the meeting:
