German media: U.S. sanctions and restrictions cannot curb China's development of artificial intelligence (AI)

Recently, NVIDIA's CEO Huang Renxun's visit to China may provide a different perspective for interpreting Washington's strategy towards China. The Frankfurter Allgemeine Zeitung wrote:

"On one hand, the outside world is paying attention to whether the U.S. embargo on high-performance chips will be relaxed. These chips are essential for developing AI systems, and NVIDIA will benefit from it; on the other hand, people speculate whether Washington's sanction policy will undergo a fundamental change. The intention of export controls was to curb China's rise, but so far the effect seems to have been the opposite. Companies such as Huawei and SMIC have successfully joined the ranks of self-researched AI chip development through substantial investments and national support; in addition, Chinese companies such as Baidu, Tencent, and Deepseek have also launched language models that can compete with American manufacturers.

It is hard not to ask: Can sanctions and restrictions curb China's ambitions in developing artificial intelligence?

The answer is no! While sanctions have had little effect, Washington has once again agreed to allow NVIDIA to export the next generation of AI chips to China. At the same time, during a series of closed-door meetings, CEO Huang Renxun has held dialogues with both the Chinese Minister of Commerce and the Vice Premier of the State Council. This affable yet confident executive is now playing a specific role previously assigned to Apple's CEO Cook and Tesla's CEO Musk by the White House: "During his visit to China, Huang Renxun has the aura of a 'statesman' and wears the hat of a 'businessman'. All of this has led to a record high stock price for NVIDIA."
