This meeting is a rare example of inter-state industrial collaboration in southern India, aiming to leverage Kerala's technical expertise to develop Tamil Nadu's resource endowments. In terms of sand mining, the 185-acre land under the Kuttam Solar Power Project (KSPP) in Tamil Nadu is rich in beach sand minerals, with a heavy mineral content of 36%, estimated total mineral reserves of 14.2 million tons, and about 15%-22% titanium iron ore. In response, Kerala proposed establishing a strategic joint venture in Tamil Nadu, with the Kerala Minerals and Metals Limited (KMML) holding a majority stake (51%), KSPP holding 38%, and the Tamil Nadu Minerals Limited (TAMIL) and the Tamil Nadu Industrial Development Corporation (TIDCO) jointly holding 11%. Tamil Nadu officials stated that the project is still in its early stages, but both mining and value-added processing must be completed within Tamil Nadu. In terms of intelligent transportation, the Kerala government suggested promoting cooperation between two Kerala state-owned enterprises, Kerala Electronics Development Limited (KELTROL) and Malabar Cements, and Tamil Nadu state-owned enterprises. Kerala officials said that Kerala hopes to learn from Tamil Nadu's investment promotion model to enhance the professionalism of its own system.
