Rubio has made his move.
According to reports, in his written testimony at the hearing, U.S. Secretary of State Rubio stated that America has made clear to every government in the Western Hemisphere that it can be their greatest friend—or their most terrifying enemy—and the choice lies entirely in their hands.
This appearance at the hearing was ostensibly to defend the State Department’s budget, emphasizing that the U.S. government is not a charity organization nor a social worker, and that the sole purpose of foreign policy is American national interest.
He listed actions taken over the past year and a half: designating over a dozen gangs—including the Arauca Train Band—as Foreign Terrorist Organizations; directly using military force against drug trafficking vessels; and orchestrating the abduction of Maduro in January 2026.
Earlier, the December 2025 National Security Strategy had already outlined what it calls the “Trumpian interpretation of Monroe Doctrine,” aiming to restore American dominance in the Western Hemisphere.
Thus, when all these elements are connected, the underlying message is clear: retreat and consolidate focus on the Western Hemisphere as the core base. This also explains why the U.S. frequently targets Europe, Canada, and Latin America—the essence of “Tang Luoism”: securing control over America’s own backyard.
As for Rubio’s so-called “choice question,” it’s actually a mandatory one—a veiled threat to allies: obey us quietly, and we’ll be friends; defy us, and America becomes your most terrifying enemy.
