On April 29, the Office of the United States Trade Representative released the 2025 Special 301 Report, which concerns whether the United States' trading partners provide adequate and effective protection and enforcement of intellectual property rights.

The Office of the United States Trade Representative placed eight countries on the Priority Watch List, indicating that these countries have serious issues regarding the protection and enforcement of intellectual property rights or market access for Americans who rely on intellectual property. For example:

Owing to the slow pace of reform, longstanding concerns remain severe regarding issues such as technology transfer, trade secrets, counterfeit goods, cyberpiracy, copyright law, patents and related policies, malicious trademarks, and geographical indications. China has failed to fully implement or has only partially fulfilled several commitments under the Phase One Economic and Trade Agreement concerning intellectual property. The United States will continue to closely monitor China's compliance.
