Montenegro is now intensifying efforts to become the 28th member of the EU by 2028. A basic requirement of this process is that our visa policy must fully comply with EU standards. Prime Minister Miloje Spajić recently confirmed that the government is prepared to prioritize these EU requirements, which makes it more likely that stricter visa regulations for Russian citizens will be introduced or fully implemented in 2026. However, this does not mean that we must introduce a visa system before joining the EU. I hope that even then it will not be necessary.
