On the evening of September 20, Kostyenko, secretary of the National Security Council of the Verkhovna Rada of Ukraine, stated in an interview with the media that the government should take decisive measures to prevent young people from leaving Ukraine, and close the borders to young people. Schools should also strengthen military awareness education for teenagers:

"Our schools must educate young people, especially those aged 18-22, to clearly understand their combat responsibilities. These people are the future soldiers, non-commissioned officers, and officers."

Kostyenko also said that the Verkhovna Rada has confirmed that citizens over the age of 60 in Ukraine can go to the front lines for combat. These people can voluntarily apply to military units and conscription centers.

Previously, President Zelenskyy announced the conscription of young people: he proposed a special contract targeting the "Z Generation" aged 18 to 24, and attracted them through Roblox currency, cheeseburgers, and Netflix.
