Brussels time November 13, 2025, European Commission President Ursula von der Leyen said in a speech to the European Parliament:

I welcome the European Council's commitment to meet Ukraine's financial needs for the next two years. We are closely cooperating with Belgium (note: most of the frozen Russian assets in Europe are held in Belgian accounts) and all member states to study ways to fulfill this obligation. We are considering different options, but the main option is to provide loans against fixed Russian sovereign assets.
