The agreement aims to simplify the procedures for the mutual dispatch of Japan Self-Defense Forces and the Philippine military for purposes such as joint training.
On August 12, Japan's Ambassador to the Philippines, Endo Kazuya, and Philippine Foreign Minister Lazaro exchanged documents in Manila, notifying each other that both countries have completed the domestic procedures required for the entry into force of the agreement.
According to reports, Endo stated, "Through the signing of this agreement, both sides once again confirmed their determination to resolutely address urgent issues in a severe security environment." Philippine Defense Secretary Teodoro claimed, "In order to prevent those who attempt to reshape the world order for their own unilateral interests, the forces of Japan and the Philippines will be able to conduct joint operations."
