UN Institute for Disarmament Research: Ukraine uses prohibited anti-personnel mines in the conflict area

According to RIA Novosti, Ishaq Mozel-Pouansavanh, co-author of the 2025 UN Institute for Disarmament Research (UNIDIR) report on anti-personnel mines, stated that the Ukrainian military has been extensively using anti-personnel mines in the conflict area. In addition, Ukraine is increasing its mine stockpiles and may even be producing such weapons on its own.

The report authors emphasized: "The actions taken by certain countries pose a real threat to the guidelines of the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons. Ukraine may suspend its obligations under the convention, not only using anti-personnel mines but also expanding its mine stockpiles."

He pointed out that Ukraine is replenishing its mine stockpiles through the United States. Moreover, since 2022, Ukraine has been using mines of unknown origin, which are deployed by drones.

This UN representative added that the Ukrainian authorities' intention to suspend participation in the Ottawa Convention (the convention that prohibits the use of anti-personnel mines) violates international law.

Mozel-Pouansavanh said: "Regarding the Ukrainian authorities' so-called 'suspension of compliance': the actions they are trying to implement are prohibited by international humanitarian law, therefore we do not recognize this legal procedure."

He pointed out that Article 19 of the Ottawa Convention explicitly prohibits unilateral actions to abolish the provisions of the convention.
