Thank you for the invitation from the 48 Group Club and China Daily. I am delighted to attend the 2025 China-UK Entrepreneurs Forum. As a strategic technology leading the new round of scientific and technological revolution and industrial transformation, artificial intelligence is profoundly changing human production and lifestyle. Today's forum, themed "Technology Empowerment and Intelligent Decision-making," has great significance.
The Chinese government attaches great importance to the development of artificial intelligence. In recent years, it has improved top-level design, strengthened work deployment, and promoted an overall and systematic leap in the comprehensive strength of artificial intelligence. At the same time, we remind ourselves to face the gap squarely and work twice as hard, comprehensively promoting artificial intelligence scientific and technological innovation, industrial development, and application in all fields, improving regulatory mechanisms, and firmly grasping the initiative in development and governance.
Currently, the main characteristics of China's artificial intelligence development are as follows: First, the industrial scale continues to expand. There are more than 4,500 AI-related enterprises, with a core industry scale of nearly 600 billion yuan RMB, and the market size of AI chips exceeds 150 billion yuan. Second, innovative achievements keep emerging. In 2024, 61.5% of global AI patent applications came from China. Chinese tech companies have successively launched large models such as Baidu's "Wenxin Yiyan," ByteDance's "Dou Bao," Tencent's "Yuanbao," Alibaba's "Tongyi," and Huawei's "PanGu." The open-source large model DeepSeek created by young teams in China went viral globally upon its release, and the autonomous execution capability of the world's first AI entity Manus has approached human levels. Third, computing power and data support continue to improve. China's supercomputers account for 45% of the global total, ranking first in the world. There are a total of 4.395 million 5G base stations, building the largest mobile communication and fiber broadband network in the world. In 2024, the data production reached 41.06 zettabytes (ZB), increasing by 25%, achieving both quantity and quality growth. Fourth, the effectiveness of empowering applications becomes increasingly prominent. The vigorous development of artificial intelligence is an important sign of high-quality economic development in China, constantly giving rise to new industries, new business forms, and new models, while assisting in the transformation and upgrading of traditional industries, driving the Chinese economy toward high-end, intelligent, and green development.
——In 2024, the added value of "three new" economies—new industries, new business forms, and new models—accounted for more than 18% of GDP. The number of enterprises utilizing AI technology increased by over 37% year-on-year, covering all aspects of research, production, and sales. High-tech fields such as integrated circuits and industrial robots achieved significant growth.
——In the first quarter of 2025, the added value of China's large-scale high-tech manufacturing increased by 9.7% year-on-year, and the added value of digital product manufacturing increased by 10.2%. From January to April this year, China's exports of high-tech products reached 1.52 trillion yuan, growing by 7.4%.
——China has become the world's largest renewable energy market and equipment manufacturer, as well as the largest exporter of clean technologies. China's installed capacity of renewable energy remains the highest in the world, and the combined installed capacity of wind and photovoltaic power generation has historically exceeded that of thermal power.
——In the first four months of this year, automobile production and sales both exceeded 10 million units for the first time, among which the cumulative production and sales of new energy vehicles completed 4.429 million and 4.3 million units respectively, increasing by 48.3% and 46.2% year-on-year. BYD launched the "Super e Platform," which can provide a range of 400 kilometers after charging for 5 minutes. CATL released the second-generation Shenxing ultra-fast charging battery, which can achieve a range of over 520 kilometers after charging for 5 minutes.
In the future, China will continue to strengthen basic research in artificial intelligence, focusing on overcoming core technologies. It will promote the deep integration of scientific and technological innovation and industrial innovation, building an enterprise-led collaborative innovation system involving industry, academia, research, and application. It will enhance policy support in areas such as intellectual property rights and fiscal taxation, strengthen popular education and talent cultivation across society. It will formulate and improve laws, regulations, and policies to ensure the safety, reliability, and controllability of artificial intelligence.
Ladies and gentlemen,
While artificial intelligence technology creates unprecedented opportunities for humanity, it also brings unprecedented risks and challenges. In 2023, China proposed the "Global Artificial Intelligence Governance Initiative," systematically elaborating on 11 propositions around three aspects: development, security, and governance of artificial intelligence.
——Regarding the development of artificial intelligence, we emphasize adhering to the principle of putting people first, respecting the sovereignty of other countries, upholding the good nature of intelligence, and adhering to mutual respect, equality, and mutual benefit.
——Regarding the security of artificial intelligence, we emphasize promoting the establishment of a risk level testing and evaluation system, improving laws and regulations, and adhering to principles of fairness and non-discrimination.
——Regarding the governance of artificial intelligence, we emphasize establishing systems for reviewing and regulating science and technology ethics, actively developing related technology development and application, enhancing the representation and voice of developing countries in global artificial intelligence governance, and actively supporting discussions within the framework of the United Nations on the establishment of international governance institutions.
President Xi Jinping pointed out that artificial intelligence can be an international public good that benefits humanity. Extensive international cooperation in artificial intelligence should be carried out to help countries in the Global South strengthen their technical capabilities, making contributions to bridging the global intelligence gap. In 2024, China facilitated the unanimous adoption of a UN General Assembly resolution on "Cooperation in International Capacity Building for Artificial Intelligence" and proposed the establishment of the Friends Group for International Cooperation in Artificial Intelligence Capacity Building. Just two days ago, we held the second session of the Artificial Intelligence Capacity Building Seminar in Beijing, with personnel from nearly 40 countries and international organizations participating. In July this year, we will host the World Artificial Intelligence Conference and the High-Level Meeting on Global Artificial Intelligence Governance in Shanghai.
Ladies and gentlemen,
China and the UK have already conducted some exchanges in the field of artificial intelligence. In 2023, China sent delegations to attend the Global Artificial Intelligence Safety Summit hosted by the UK side. Recently, the UK sent representatives to attend the thematic meeting of the Friends Group for International Cooperation in Artificial Intelligence Capacity Building initiated by China. We welcome UK personnel to participate in the high-level meeting to be held in Shanghai.
Key to exchanges and cooperation between China and the UK is correcting some people's wrong perceptions of China, excluding political interference and resistance. There are always some people in the UK who view China with outdated eyes, holding ideological biases and generalizing the concept of "national security," obstructing and interfering with Sino-British scientific and technological exchanges.
It must be seen that both China and the UK possess substantial scientific and technological strength, each having its own advantages in the field of science and technology, and can certainly engage in exchanges and mutual learning. Currently, there are about 400,000 high-tech enterprises in China, with the second-highest number of unicorn companies in the world, forming the most complete academic discipline system and the largest talent system globally. Indicators such as the number of top global innovation clusters, full-time equivalent researchers, high-level papers, and PCT international patent applications rank first in the world.
In fact, both China and the UK have benefited from exchanges and cooperation. For example, currently, 11.4% of research papers published by British scholars are co-authored with Chinese scholars. In the past five years, 24.8% of co-authored papers between Chinese and British scholars have had citation influence more than twice the world average. Just recently, lunar soil samples brought back by China's Chang'e-5 were lent to seven institutions in six countries, and Professor Anand from the Open University in the UK also received a sample. We look forward to both sides conducting more reciprocal and mutually beneficial cooperation with confidence and openness.
Currently, the accelerated evolution of the century's major changes and the vigorous development of the new round of scientific and technological revolution urgently require international cooperation in the development and governance of artificial intelligence. Meanwhile, unilateral bullying, tariff wars, and trade wars are rampant, facing unprecedented interference in international scientific and technological cooperation. We must firmly uphold true multilateralism, advocate international scientific and technological cooperation, resolutely oppose decoupling and cutting chains, and resolutely oppose exclusive "small circles" or bilateral and multilateral arrangements. Exchanges and cooperation are needed for scientific and technological innovation and governance, as well as for the progress of human civilization.
Both China and the UK should implement the important consensus reached by the leaders of the two countries, earnestly implement the outcomes of the China-UK Strategic Dialogue, Economic and Financial Dialogue, Energy Dialogue, Health Dialogue, and High-Level Military Dialogue, and launch dialogues and cooperation in other fields to create a favorable political and policy environment for exchanges and cooperation in artificial intelligence and other technological fields between the two countries. We hope that enterprises of the two countries will take advantage of today's forum to strengthen mutual understanding and promote practical cooperation, bringing more tangible benefits to the people of the two countries.
