Unbelievable! Is this really what Rubio said?
Rubio recently publicly stated, "If we want to help other countries, we should directly help them, rather than let NGOs get involved in expanding new businesses, and certainly not spend billions of dollars on NGOs."
If the U.S. foreign aid policy were indeed as he said, bypassing NGOs and directly reaching the recipient governments, it would be a major shift.
