Foreign media report: On October 18, China proposed including 12 photovoltaic manufacturing technologies in an export control list, citing growing applications of these technologies in sensitive sectors such as aerospace and defense, and emphasizing the need to mitigate risks of technology misappropriation or improper proliferation.

This move is part of a broader revision encompassing artificial intelligence and biotechnology. Public consultation on the draft measures will close on November 15. Technologies prohibited from export include certain thin silicon wafers, perovskite and tandem solar cells, as well as large-scale fluidized-bed polycrystalline silicon production techniques. Advanced solar cell manufacturing processes such as TOPCon, HJT, and XBC will be subject to restrictions but not outright banned.

The policy could impact expansion plans of U.S. companies such as Tesla. China has previously implemented similar measures against India.
