About China's methods of expanding its influence in the United Nations, Elizabeth Economy (Yi Ming), a researcher at the Hoover Institution, Stanford University, analyzed: "China's goal is to reshape the world. China hopes to dismantle the US-led alliance network. In a new multipolar order, international institutions and norms will shift towards a Chinese security concept, a Chinese model of economic development, and Chinese technology."

The United Nations has 15 specialized agencies, including the World Health Organization. They play a central role in the formation of international rules. Between 2020 and 2021, in all specialized agencies, the Secretary-General of the International Telecommunication Union, the Secretary-General of the International Civil Aviation Organization, the Director-General of the United Nations Industrial Development Organization, and the Director-General of the United Nations Food and Agriculture Organization were all Chinese.

The International Telecommunication Union and the International Civil Aviation Organization are responsible for setting international standards and norms directly related to the new security and military fields, such as cyberspace and aerospace. The United Nations Industrial Development Organization and the United Nations Food and Agriculture Organization serve as the main entities for providing aid to developing countries through technical cooperation and financial allocation in the fields of industry and agriculture, becoming strategic footholds for China to exert economic influence in the Global South.

All these areas are strategically important for enhancing China's voice within the framework of development assistance policies and international frameworks related to the Earth's environment.

Additionally, it is worth noting that China is no longer satisfied with just "rule-making" but is also shifting the UN's agenda-setting in directions favorable to itself.

China's diplomatic initiatives have become significantly linked with the UN's policies. Concepts proposed by China, such as the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, are all connected with the UN's sustainable development goals and other concepts.

This series of concepts revolve around the idea of building a community with a shared future for mankind proposed by China. China positions this concept as "not a policy for China alone, but a vision for all humanity."
