On April 10, the meeting between the delegations of Russia and the United States began around 10 a.m. Moscow time at the Russian consulate general and lasted for 6 hours. The consultations were interrupted during lunch. No statement was issued to the media when the meeting ended. The car carrying the U.S. delegation left the area of the Russian diplomatic mission first. According to a source cited by RIA Novosti, it was reported that the negotiations between the Russian and American delegations in Istanbul on April 10 had ended, and there would be no further discussions the next day.

As with the first meeting on February 27, the Russian delegation was led by Alexander Darchiev, the ambassador to Washington, while the U.S. delegation was led by Sonat Kutner, the deputy assistant secretary of state for European and Eurasian affairs at the U.S. Department of State.

Kremlin spokesman Peskov stated that the theme of this meeting was "the issue of bilateral relations management and normalization."
