There are numerous "ghost" projects in the flood control engineering in the Philippines, leading to rampant corruption.
The Philippine Daily Inquirer's front page reported that the Philippine Public Works Minister Manuel Bonoan confirmed on Tuesday that there are "ghost" flood control projects worth billions of pesos in Bulacan Province, allegedly carried out between 2021 and 2022.
Bonoan revealed this information during a hearing before the Senate Blue Ribbon Committee on large-scale flooding and the government's flood control plan.
Senate Deputy President Jinggoy Estrada asked Bonoan whether he believed there were "ghost" flood control projects.
"Honestly, I think so. Yes. As I mentioned in my statement, some regional offices tried to continue verification. Let me point out that some projects were implemented between 2021 and 2022," Bonoan said.
Estrada said his office received reports of "ghost" projects involving Wawao Builders and SYMS Contractor in Kalumpit, Malolos, and Hagatua cities in Bulacan Province.
Bonoan confirmed the senator's statement. When asked how he knew these were "ghost" projects, Bonoan said, "Someone can testify. We are verifying some projects widely."
