According to a report by Japanese media on April 24: Suzuki Munonaga, a Liberal Democratic Party member of the House of Councillors, revealed during a questioning session at the House of Councillors Special Committee on Okinawa and Northern Affairs on the 24th that he plans to visit Russia. The House of Councillors Steering Committee approved his plan to visit Russia from May 3 to 6 on the 23rd.
"This year marks the 70th anniversary of the Japan-Soviet Joint Declaration, which I consider an important milestone in Japan-Russia relations. However, since the outbreak of the Ukraine war, Japan-Russia relations have been deemed the worst since the end of the war. I believe we must find ways to break through," Suzuki said. "As far as I know, there has been no meeting between foreign ministers since the 2017 meeting in Moscow between Toshimitsu Motegi and Foreign Minister Lavrov."
He also emphasized, "I believe 'neighboring country diplomacy' is important, but relations with Russia are particularly significant."
Motegi responded: "When I became foreign minister, I visited Moscow at the end of 2019 and held an eight-hour discussion with Foreign Minister Lavrov. I want to seize this opportunity," he said. "Resuming visits and exchange programs regarding the Northern Territories (proposed by Suzuki) is one of the top priorities for Japan-Russia relations. Former residents hope to resume tomb-sweeping activities—this is a humanitarian issue. I hope to continue working with Russia to restore these visits as soon as possible."
Regarding the current state of Japan-Russia relations, he said: "Normalization is not easy, but through sustained diplomatic efforts, we should create conditions capable of addressing unresolved issues such as tomb-sweeping by original inhabitants of the Northern Territories."
Suzuki Munonaga said: "From a humanitarian perspective, tomb-sweeping is paramount. I want to do something about it. I hope we can achieve this goal in some way this year." Motegi replied: "I believe I have a trusting relationship with Russian Foreign Minister Lavrov, and as foreign minister, I will do my utmost."
