Earlier, Russian Federal Security Council Secretary Shoyigu stated at a meeting that Siberia must become Russia's "new industrial center," and the government must do its best to create conditions to encourage people to migrate to the eastern regions.
Shoyigu believes that to attract more professionals to move to Siberia, the government must offer sufficiently attractive benefits—high salaries, sufficient subsidies, and proper welfare. He recalled that from the Tsarist era to the Soviet period, the country had always used various methods to attract people to move to Siberia voluntarily and contribute to economic development.
In his view, support policies should not remain just on words but form an entire system: not only should enterprises be taxed less and approvals be relaxed, but also real incentives should be given to those who move in.
"For example, an expert working in Siberia can get a housing loan, interest-free car loan, and after working for ten years, these loans will be automatically waived... this is a very good incentive measure," said Shoyigu.
Data shows that since 1991, the population of Siberia has decreased by about 12%, which is only slightly better than the Far East region. The current population of the region is 16.48 million, accounting for only 11% of the total population, and nearly 290,000 people still leave the area each year. The problem of population loss remains very severe.
A side note: Shoyigu's hometown is the Tuva Republic located in Siberia (Tangnai Ulaikai), where the economic development is quite backward; in 2021, Shoyigu once proposed moving the capital to Siberia.
