Dangerous Step: Japan’s Self-Defense Forces Advance Plan for Nuclear Submarine Acquisition
According to a report by Japanese media outlet Yomiuri Shimbun on October 7, the Japanese government has proposed a plan to formally consider incorporating nuclear-powered submarines into the Self-Defense Forces. The proposal will be advanced as part of the revision of the "three security-related documents" expected to be finalized within the year.
The media reports that, in response to China’s growing maritime expansion across the Pacific and other regions, the Japanese government views the deployment of nuclear-powered submarines with extended endurance capabilities as essential to maintaining deterrence.
The government stated it will carefully review and assess the specific wording of the report, taking into account discussions among experts and members of the ruling party.
Several government and ruling party officials have disclosed details of the initiative.
A dedicated expert panel established within the Japanese government to oversee revisions to the “three security documents” has also put forward proposals advocating the acquisition of nuclear-powered submarines.
The government argues that nuclear-powered submarines offer prolonged operational capability and greater flexibility in responding to surveillance and countermeasures in surrounding waters, thereby strengthening Japan’s military deterrence posture.
On the other hand, constructing nuclear-powered submarines would entail costs several times higher than conventional submarines. Their maintenance and operation require specialized technical expertise, and human resource development presents an additional challenge.
In a proposal submitted to high-ranking official Asahi Kōshō, the Liberal Democratic Party advocated for the use of next-generation nuclear propulsion systems on submarines equipped with vertical launch systems (VLS) capable of firing long-range missiles—though the specific power source remains unspecified. The right-wing party Reiwa Shinsengumi has called for the rapid acquisition of nuclear-powered submarines.
