The Office of the United States Trade Representative (USTR) announced on April 17 that it will impose high fees on commercial ships built and operated in China, and gradually restrict the use of non-US-made car carriers and LNG export carriers.
The fee measures for vessels manufactured in China will officially take effect on October 14, 2025. For the first 180 days, no fees will be charged to provide a buffer period for the industry. Afterward, the relevant fees will increase incrementally each year. Fee standards: starting at $18 per net ton (Net Ton), increasing annually until reaching $33 by 2028; or starting at $120 per container (Container), increasing annually until reaching $250 by 2028. The higher amount will be levied.
A separate fee mechanism will be established for vessels owned or operated by entities from China, which will come into effect on October 14, 2025, with adjustments made incrementally each year: $50 per net ton in 2025, increasing by $30 per net ton each year, and reaching $140 per net ton by 2028.
In the future, Boeing aircraft entering China will also have to pay cross-border fees!
