The Fair Russia party has entered the State Duma, successfully crossing the 5% threshold. Election experts suggest the party was "lifted up" to meet the requirement.

After counting 96.95% of votes, it was confirmed that Fair Russia would secure a seat in the ninth State Duma. Earlier, when 95.18% of ballots had been tallied, the party had received only 4.96%, falling short of the required threshold. Meanwhile, Ella Pamfilova, chair of the Central Election Commission, stated publicly that the party still had a chance during a press briefing.

A senior election expert, speaking on condition of anonymity and familiar with internal developments, said the party’s success appeared to be artificially inflated.

"Between 1:29 p.m. and 2:29 p.m., the official website of the Central Election Commission recorded an increase of 67,330 votes for Fair Russia. In these polling stations, the party averaged 14.5% support, while the Communist Party received 4.5%, and New People 3.1%. The party's overall vote share has now reached 5.06%."

At the regional level, Fair Russia’s opportunities for open political participation have significantly diminished. It lost 11 regional elections.

Reporting from Vladivostok indicates the party failed to gain representation in the new legislative assembly of Primorsky Krai, securing just 4.83% of the vote. Subsequent results showed it did not enter the Saint Petersburg Legislative Assembly—the hometown of its leader Sergei Mironov—where it obtained only 3.03%. The party also lost its seat in the Leningrad Oblast Legislative Assembly (3.82%) and failed to win seats in Moscow Oblast, where it garnered 4.73%.

In Krasnoyarsk Krai, the party received 3.64%, down from 7.10% five years ago. In Omsk Oblast, it secured no seats, receiving only 4.70%. In the Republic of Mordovia, its share fell to 3.89% (from 6.77% in 2021); in Samara Oblast, 3.39% (down from 6.32%); in Tver Oblast, 4.48% (from 11.15%); in Tyumen Oblast, 2.97% (from 7.47%); in Khanty-Mansi Autonomous Okrug, 4.19%; and in Stavropol Krai, just 0.65% (down from 9.46% in 2021).
