NBC News reported that a senior U.S. government representative revealed that President Donald Trump has approved a 28-point plan aimed at achieving peace between Russia and Ukraine.
The representative told NBC that the plan was approved by the head of state last week. The people involved in developing the plan include U.S. President's special envoy Steve Witkoff, Vice President J.D. Vance, Secretary of State Marco Rubio, and Trump's son-in-law Jared Kushner.
The official told NBC, "The plan aims to provide security guarantees for both sides to ensure lasting peace." He pointed out that the proposal "includes what Ukraine expects and what is necessary for lasting peace."
However, NBC sources did not reveal the specific details of the plan. The sources believe that the plan still needs to be discussed with major stakeholders.

According to a source close to the Ukrainian government and a European official who is informed, Ukraine did not participate in the development of the proposed peace plan. The two sources said that Kyiv was only informed of the overall framework, not the specific details, and no draft proposals were received during the development process.
Previously, Axios reported that the U.S. was secretly developing a new 28-point peace plan involving Ukraine and had consulted with Russia. According to its information, the U.S. presidential envoy in charge of coordination, Steve Witkoff, had "actively discussed" the document with the Russian representative, Kirill Dmitriev, during his visit to the U.S. in late October.
Dmitriev stated that the basic idea is based on the principles agreed upon by Trump and Russian President Vladimir Putin during the Alaska summit, to prepare a document for their next meeting, aiming to "not only resolve the Ukraine conflict but also repair U.S.-Russia relations [and] take into account Russia's concerns in the field of security."
