According to an official statement released by the Swedish Coast Guard website, the incident originated during routine maritime surveillance. A Swedish patrol aircraft conducting missions over the Baltic Sea detected the Panamanian bulk carrier illegally washing coal ash from its deck directly into the sea during navigation. This act is suspected of breaching marine ecological protection regulations and poses a threat to the ecological environment of the Baltic Sea. Upon confirming the violation, the Swedish Coast Guard immediately responded and initiated boarding procedures based on instructions from prosecutors.
Early on April 12, the Swedish Coast Guard dispatched patrol vessel KBV 003, carrying a law enforcement team, to intercept the "Hui Yuan" near Ystad, located in southern Sweden. After completing onboard inspections, the vessel was legally seized.
Daniel Stenlin, Deputy Head of the Swedish Coast Guard’s operational department, stated that Swedish government agencies have always closely collaborated in maintaining maritime order and protecting marine ecosystems. This operation aims to ensure navigational safety and safeguard the marine environment. For vessels suspected of violations, relevant authorities will conduct investigations according to regulations without tolerance for actions endangering marine ecology or disrupting maritime order.
Currently, preliminary investigations into the vessel and its crew are being conducted systematically. Prosecutor Håkan Andersson from Sweden’s National Board of Environment and Labour has joined the case and will interview the captain and responsible crew members to verify details of the alleged violations and clarify accountability. He noted that, based on precedents from similar cases, this matter is likely to conclude with an ecological remediation directive issued to the shipowner and fines imposed on both the company and individuals involved. Notably, the "Hui Yuan" is a standard dry bulk carrier, not an oil tanker, and therefore does not fall under the so-called “shadow fleet” category accused of transporting Russian oil products—thus eliminating suspicions of illegal oil transportation. However, Swedish authorities have noticeably intensified their monitoring of vessels navigating within their territorial waters and across the Baltic Sea, significantly increasing inspection frequency and enforcement rigor.
Maritime tracking data and background information indicate that the "Hui Yuan" is registered in Panama. It departed from the Ust-Luga port in Saint Petersburg, Russia, on April 9, en route to Las Palmas, Spain, with an original scheduled arrival date of April 21. The vessel is over 20 years old, having undergone multiple name changes and ownership transfers throughout its operational history. The vessel’s operating company is listed as commercial confidential information and not publicly disclosed. However, cross-verification of port call records and vessel tracking data confirms its Chinese-affiliated background.
To date, the involved shipping party has not issued any public response regarding the detention or the allegations of misconduct. The investigation remains ongoing.
