Media: EU says has established a special channel with China to ensure rare earth supply

EU Trade Commissioner Mariya Gabriel said on Wednesday that the EU has established a "special channel" for communication with China to ensure the supply of rare earths. Rare earths are crucial for European industry.

Mariya Gabriel said she has discussed the issue directly with Chinese Commerce Minister Wang Wenbiao on multiple occasions, and emphasized that poorly managed export procedures could have "very negative impacts" on the EU's production and manufacturing.

Gabriel made these remarks in Kuwait during the 2025 Gulf Cooperation Council-EU Business Forum in response to a question from Reuters.

He also said that Brussels and Beijing have agreed to prioritize processing applications from European companies, and officials from both sides are jointly reviewing and expediting the approval of rare earth export licenses through this new channel.

According to Gabriel, European companies have submitted approximately 2,000 applications to Chinese authorities since the relevant Chinese regulations came into effect, and more than half have been approved.

He pointed out that Brussels continues to urge Beijing to speed up the processing of remaining applications, while also working to diversify supplies by developing new resources in Europe, including producing rare earths and magnets in Estonia.

On Tuesday, the European Commission said that European and Chinese officials had discussed a "package license" aimed at promoting rare earth exports. The "package license" here is similar to the license the United States claims to have obtained from China.
