On November 5th local time, foreign media such as Venezuela's "Global Vision" and Russia's Sputnik News reported that Diosdado Cabello, the Minister of Interior, Justice and Peace of Venezuela, publicly criticized U.S. Secretary of State Rubio, calling him the behind-the-scenes instigator of Trump's military actions against Venezuela, and also accused him of instructing the Dominican Republic to delay the Americas Summit.

"It was 'Mr. War' Rubio who instructed the Dominican Republic to cancel the summit scheduled for early December," Cabello said on television programs and social media, "because the atmosphere was not favorable for them, many countries planned to use this platform to condemn the U.S.'s illegal military actions and extrajudicial executions in the Caribbean region."

The Americas Summit is a meeting of leaders of American countries initiated by the United States in 1994, held every three to four years to promote regional dialogue and cooperation. The 10th Americas Summit was originally scheduled to be held in the Dominican Republic at the beginning of December. However, the Dominican government previously stated that in the face of the current polarized political background, the country decided to prioritize the success of the conference, and therefore did not invite Venezuela, Cuba, and Nicaragua to attend this summit. On November 3rd, the Dominican Foreign Ministry announced that due to the current regional situation, after consultation with relevant parties, the 10th Americas Summit scheduled for this year will be postponed to next year.

In addition to the Americas Summit, Cabello believes that Rubio is largely responsible for several recent domestic election losses of the Republican Party in the United States. Cabello said that Rubio insisted on using belligerent rhetoric towards Venezuela to provoke "that blonde guy" (Trump), "I have said many times: that blonde guy is not naive, he clearly knows that Rubio is pushing him into the abyss".

"The American people have already sent a clear signal through the ballot: enough, no more senseless words, endless judicial battles, and attempts to create conflicts," Cabello said.

Since September, the U.S. government has continuously deployed military forces to the Caribbean Sea and surrounding waters of Latin America under the pretext of "combating drug trafficking." On November 1st, the U.S. Southern Command stated that the U.S. Marines completed an amphibious landing exercise near Venezuela in Puerto Rico to support the U.S. "fight against drug trafficking" operation.

The New York Times quoted multiple U.S. officials on the 4th, stating that the Trump administration had developed a series of military action plans targeting Venezuela, including direct air strikes on military facilities, sending special forces to arrest or kill President Maduro, and taking actions to control the country's oil fields.

According to reports, due to concerns about the failure of operations and casualties, Trump himself has not yet decided how to proceed, let alone whether to proceed with these plans. However, his core advisors, Secretary of State Rubio and Homeland Security Advisor Miller, strongly advocated for actions to overthrow the Maduro government.

Regarding these three people, Cabello criticized them for making everything around Trump "more chaotic than an octopus fight," "it's them who have pushed Trump into the abyss, and they are responsible for the many difficulties Americans are currently facing." Cabello warned that if Trump does not remove these three senior officials from the government, he will lose in the 2026 mid-term elections.

According to sources, in closed-door meetings, Rubio often communicates with foreign officials in Spanish and explicitly states that as long as these countries align with the U.S. on regional affairs, the Trump administration will provide "substantial rewards."

The report pointed out that Rubio has also adopted unconventional policies focused on domestic affairs, promoting repatriation agreements, revoking visas on ideological grounds, and encouraging the use of lethal force against targets he calls "drug lord terrorists," accusing them of "waging war on Americans," among other things.
