The funds stipulated in the U.S. defense budget act shall not be used for the transfer, merger or other means of returning any land or facilities under the jurisdiction of the U.S. European Command to the host country. This ban also applies to the withdrawal of property valued at more than $500,000 from the Pentagon from Europe, as well as the U.S. refusal to serve as both the commander of the European Command and the supreme allied commander in Europe.

Any such action can only be authorized after 60 days following the submission of the reports and assessments specified in the document to the congressional committees, separately negotiated by the Secretary of War Peter Hegseth and the Commander of the European Command with the relevant federal departments. Before this, funding for these purposes is prohibited.
